A Warriewood nursery development at 10–12 Boondah Road has had its infrastructure contribution reduced from $4,455,920 to $609,542.36 after an agreement linked to the approved project.
Henroth, the development firm owned by the Roth family, has approval for a plant nursery and landscape material supplies premises on two former adjoining market garden sites.
The approved development relates to DA2024/0944, which covers demolition works and construction of the nursery premises. The application was submitted on 23 July 2024, publicly exhibited from 30 July to 27 August 2024, and determined on 11 June 2025.
The application record lists the cost of work at $11,637,999.
Approval Path Behind The Nursery
The approval followed an appeal against a deemed refusal by Northern Beaches Council, with amended plans and consent conditions later agreed.
One of the original conditions required the developer to pay $4,455,920 in contributions linked to local infrastructure. Developer contributions can be used to help fund works such as roads, footpaths and stormwater drains where there is a demonstrated connection between a development and the infrastructure being funded.
What The Revised Levy Covers
A related Section 4.55 modification, Mod2025/0488, was submitted on 2 September 2025 to modify the consent granted for DA2024/0944.
The developer had sought to reduce the contribution to $93,958. Before the matter was heard on 18 June 2026, the parties reached an agreement for a revised payment of $609,542.36.
The written decision gave effect to the agreement and noted that authorities had approved the revised contribution amount.
Of the reduced levy, more than $479,000 is allocated to traffic and transport works, while close to $45,000 is allocated to pedestrian and cycling network works.
Inside The Warriewood Nursery Plans
The approved plans include a children’s playground area, outdoor terrace, ornamental water features, space for functions and 52 car parking spaces at the front of the site.
The plant nursery and landscaping material supplies premises is proposed to operate from 8am to 6pm, seven days a week.
The approved works also include the removal of 73 trees, with the site to be replanted with 84 native canopy trees.
Earlier records for the Boondah Road land include planning proposal matters lodged in 2015, 2016, 2019 and 2022, involving rezoning and broader development proposals for the site.
